Crowcroft's main contentions are that foreign policy during the 1930's subsumed Britain's domestic agenda and that events in a world about to explode, especially the rhetorical use that could be made of them, became the key resource to be exploited in the competition for Parliamentary ascendancy. Churchill, obsessed by India, comes out particularly badly by this interpretation.
